As managing partner and director of practice development for Shwiff, Levy & Polo, LLP, Elizabeth is on a mission to earn respect each and every day. Her vast experience, deep-rooted honesty and tireless efforts on behalf of her clients permeate every aspect of her CPA and financial-services practice.
A career spent honing her innate problem-solving skills, coupled with her unyielding dedication to finding the truth, has earned Elizabeth a reputation for relentless client representation. She is known as a formidable opponent to entities ranging from the IRS to the Franchise Tax Board to the U.S. Department of Treasury to foreign governments. She is a sought-after expert witness and partner for litigation teams worldwide, having developed an unparalleled depth of expertise, breadth of knowledge and unimpeachable credibility in a variety of environments, from boardrooms to courtrooms.
Elizabeth has worked around the world for the U.S. State Department and other entities; she is an expert in linguistics and speaks four languages; she holds a master’s degree in taxation, among other degrees.

Adding a whole new dimension to Shwiff, Levy & Polo’s service offerings, Howard Shwiff joined the firm in 1995, providing business-advisory and financial-management services for small to mid-size businesses. Accepting clients by referral only, Howard is a “CFO on call,” helping business-owners run their financial affairs and investments — and grow their personal and family net worth.
Building on three decades as a real estate investor, investment and portfolio manager, and broker, Howard provides management consulting and strategic advising to all types of businesses, with a special emphasis on those with real estate investments. He also conducts business valuations and helps companies turn their QuickBooks reports into powerful decision-making tools by customizing QuickBooks into management reporting systems.
Howard finds helping clients solve problems and making their lives better very fulfilling. He is also committed to working in the community. He is a past president of the American Technion Society, which supports the Technion-Israel University of Technology, and he is the current treasurer of Hebrew Free Loan of San Francisco.
A Dallas native, Howard holds a BS in industrial management from the Georgia Institute of Technology (Georgia Tech) and an MBA in real estate and urban economics from Georgia State University.
A rare combination of people-person and problem-solver, Wendy oversees all day-to-day office management and administration of the firm. She began her career as a bank teller at Security Pacific and climbed the banking ladder, eventually managing more than 40 branches and 600 employees for Bank of America, where she also served on a task force to create the policies and procedures for banking-center operations. Additionally, she has served as the controller of a small business, so she is adept at meeting the needs of clients of all sizes. She prides herself on working with the Shwiff, Levy & Polo team to help clients run their businesses better and more efficiently.
Wendy grew up in the Bay Area and has deep roots in the community. She is a frequent speaker on business issues ranging from operations management to human resources to work/life balance. She is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. She has held various board positions in professional and civic organizations, including Toastmasters, Diversity Network and Executives Association of San Francisco, where she served as president from 2012–2014.

Jargal has been an accountant with Shwiff, Levy & Polo since 2005. She partners closely with clients across industries to educate them about both benefits and risks of their financial decisions, always striving to listen carefully, understand their needs and provide them with the best possible advice and advocacy. She considers herself both a mentor and a learner in the field of accounting and works diligently to ensure she and the firm are always up-to-date in an ever-changing regulatory environment.
Jargal is a contributor on real estate taxation issues to SF Apartment magazine. She has done presentations for business organizations, including the Small Business Administration, as well as for groups of technologists and foreign entrepreneurs. She is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. Jargal holds a BS in accounting from San Francisco State University and a BBA from the Institute of Finance and Economy in Ulaanbaatar, Mongolia. She is fluent in Mongolian.
